2004-2005 System-wide Objectives
TEACHING & LEARNING
Goal 1.1 Collaborate with campus partners to strengthen information literacy skills and facilitate student success.
1.1.1 Submit a proposal to the Provost concerning the revision of the General Education Requirements to require that UGE 1000 be revised and integrate it into the first-year experience by March, 2005. If the proposal is accepted, collaborate with campus partners to implement the proposal
1.1.2 Collaborate with the Academic Success Center on promoting information literacy and propose a workshop to be offered under its auspices and procedures to refer students to librarians for research assistance by January 2005. If the proposal is accepted, create and deliver the workshop.
Goal 1.2 Work with faculty to facilitate integration of library resources into instructional design and delivery.
1.2.1 Create a guide for instructors concerning linking to librarians and library resources on their Blackboard sites and distribute that guide to the teaching faculty within the schools and colleges by January 2005.
Goal 1.3 Work with campus partners to optimize support for effective use of instructional technologies in the classroom and beyond.
1.3.1 Provide training to 100% of faculty who use smart classrooms by April 2005.
1.3.2 Collaborate on at least one campus-wide instruction project by April 2005.
Goal 1.4 Maximize use of electronic resources, digital and print collections that can be accessed at the point and time of need through enhanced library and campus systems.
1.4.1 By Fall 2005, carry out a whole website redesign to create a visually appealing and user-centered portal(s) that provides a greater degree of interaction, customization, and personal control; presents resources and services clearly
and consistently; integrates with campus systems; and takes advantage of new and emerging technologies.
1.4.2 Improve management of electronic resources by implementing ERM beginning January 2005.
1.4.3 Provide access to 100% of electronic peer reviewed journals that WSU is entitled to by Fall 2005.
RESEARCH ENTERPRISE
Goal 2.1 Deliver research support services that enhance access to the world’s scholarly publications at the point and time of need.
2.1.1 By July 2005, implement three strategies and related projects that aim to improve faculty and graduate student perceptions of the journal collections they require for research and related enterprises.
2.1.2 Identify benchmarks and set process improvement targets to increase faculty and graduate student satisfaction with interlibrary loan and document delivery by December 2004.
2.1.3 Assess progress towards improvement targets during March 2005. Discuss strengths and weaknesses of extant systems and implement modifications where warranted. This will include examination of “buy don’t borrow” pilot program and its implications.
Goal 2.2 Engage faculty, students and administrators to seek viable and reasonable ways to support efforts to impact change in the scholarly communication process.
2.2.1 In collaboration with the Honors Program and based on best practices, establish a scalable model for an institutional repository at WSU by May 2005.
2.2.2 Offer to each of the schools and colleges the opportunity to attend a School for Scholars presentation by November 2004. If the schools and colleges agree, provide the presentations by April 2005.
Goal 2.3 Continue to increase opportunities for the library staff to collaborate with faculty, students and staff to both support and participate in the university’s research enterprise.
2.3.1 Create a task force of library staff to immediately recommend, by February, 2005, promising/best practices at Wayne State University and at peer institutions, and to recommend how to measure success in collaborating with faculty.
2.3.2 Improve client satisfaction as measured by improved Libqual ratings by faculty and graduate students for Affect of Service over 2003 score.
QUALITY OF CAMPUS LIFE
Goal 3.1 Improve the quality of service to library clients
3.1.1 Establish a set of library wide service standards by April 2005
3.1.2 Establish sets of unit specific service standards by August 2005
Goal 3.2 Enhance the physical environment and infrastructure of
library facilities and define
tomorrow’s information and learning spaces
3.2.1 Increase the total hours allocated for security patrol in the library system by 50% beginning Oct. 2005.
3.2.2 Improve the quality of security services by increasing the allocated complement of personnel with prior security experience and training (the Library Monitor staff) from 1 FTE to 2.5 FTE, beginning Oct. 2005.
3.2.3 Complete initial recommendations on a 10 year master plan for the libraries by September 2005
3.2.4 Complete the architectural studies and present to University Administration for Purdy/Kresge Library renovation and Shiffman Education Commons by March 2005.
PARTNERSHIPS, COLLABORATION, COMMUNICATION
Goal 4.1 Partner with University colleagues, friends and supporters of the library system to raise financial resources for services, operations, collections and capital improvements
4.1.1 Raise $275,000 in gifts and foundation grants for fiscal year 2005.
4.1.2 Submit one grant proposal to any funding agency from each service group during fiscal year 2005.
Goal 4.2 Build and expand communication links with clients and colleagues that raise awareness of the library and maximize use of resources.
4.2.1 Host conference on Patriot Act September 2004
4.2.2 Formulate procedures that will allow the Library System to establish yearly marketing plans and handle its marketing efforts in a routine, efficient, and effective manner by September 2005
4.2.3 Establish a 2005-2006 marketing plan for the University Libraries by July 2005
4.2.4 Formulate procedures that will allow the Library System to make routine, efficient, and effective use of its exhibition spaces both to publicize library services and resources and to promote campus and community events by January 2005
4.2.5 Present exhibits in the UGL atrium supporting at least three campus-wide events and one community-wide event by September 2005
Goal 4.3 Implement a collaborative effort to promote and enhance faculty use of technology in teaching and learning through development of the Technology Resource Center.
4.3.1 Complete necessary renovations by April 2005
4.3.2 Establish an effective structure for organizing and managing the Center by August 2005;
4.3.3 Develop a plan for offering services and resources by August 2005.
4.3.4 Develop a marketing plan for the Center by August 2005;
4.3.5 Implement two faculty learning communities including one cohort-based (Senior Faculty) and one topic-based (Large Lecture Halls) by September 2005.
LEARNING & GROWTH
Goal 5.1 Develop processes and programs that provide employees with recognition and appreciation for their contributions at all levels of the organization
5.1.1. Revise the criteria and selection process for employee awards by March 2005
Goal 5.2 Develop a comprehensive staff training program that provides opportunities for staff to develop knowledge and skills for delivering services that satisfy client needs
5.2.1 Conduct at least one major training program by September, 2005
5.2.2 Propose an overall plan for addressing staff training and development needs by September 2005
5.2.3 Conduct at least one Customer Service Academy by September 2005
5.2.4 Review and improve Student Academy training by September 2005
Goal 5.3 Assess the efficacy of reward, recognition and training activities and programs in meeting staff needs and improving service
5.3.1 Define assessment goals by February, 2005
5.3.2 Develop instruments to collect evaluative data by April, 2005
5.3.3 Conduct at least 2 pilot assessments to test instruments and evaluate preliminary programs by September 2005
5.3.4 Report findings and develop recommendations for ongoing activities by September 2005
5.2.5 Develop a database inventory of library staff skills (existing and needed) by September 2005
