Introduction to ILL/Document Delivery
The main purpose of interlibrary loan (ILL) is to make resources available to faculty, staff and students of WSU that are not otherwise held in the WSU Libraries.
ILL is the term used for resource sharing between libraries, typically for items WSU does not own.
Document Delivery is the term used for supplying information from materials that WSU owns. To determine whether an item is owned, please search the catalog prior to placing a request.
All ILL transactions are mediated between libraries, not individuals. If you represent a library, please click here for more policy information.
Authorized Users
ILL/Document Delivery services are available for:
- Faculty and staff
- Currently enrolled graduate and undergraduate students
- Adjunct and affiliated faculty and staff
- WSU retired faculty
- Michigan residents may use MeLCat services to borrow materials from WSU or visit the WSU library for physical access to library owned materials.
WSU faculty may authorize a proxy user to charge materials in his/her name by adding the proxy information in their ILL user account in the authorized user field. A photo ID will be required for proxy pickup of all requested materials.
General Information for WSU Patrons
- Copies of periodical articles or short chapters of books can generally be obtained under the context of applicable copyright laws.
- Books, dissertations and microforms can usually be borrowed.
- Media resources such as CD and DVD items are typically loaned at substantially decreased loan periods.
- ILL reserves the right to limit the number of requests processed from repeat users per week to ensure equitable processing for our customer base
- WSU Libraries reserves the right to cancel requests based on the rarity, fragility or other unique characteristic of a resource that would necessitate a status change to library-use-only.
- Resources that are currently on reserve or located in a special collection typically cannot be loaned
Most copies of articles will be sent to the borrower via secure electronic delivery and a notice will be sent via e-mail. All requests will be available in the borrower’s ILL account for roughly 30 days.
Processing times
- The average time required to obtain material is 2-14 days, but may take longer. Please plan ahead when requesting materials.
- International transactions may take considerably longer than average
- The use period for most ILL loans is 28 days, although some may be shorter
Notification and Delivery
- Email notification will be sent upon the arrival of requested materials
- Requested materials will be delivered to the pick-up point of the user’s choice based on their ILL patron account information or if using MeLCat, the branch library you selected for delivery.
- Mailing service is provided only to authorized distance education students
- The lending institution may impose certain restrictions on use of the borrowed item, such as no renewals or restricting use within the WSU library building and these terms must be respected.
Due Dates and Renewals
- Due dates are assigned by the lending library and you are expected to honor them. Repeat abuses will result in the loss of ILL privileges.
- Material must be returned in the SAME condition as it was received. It is your responsibility to inspect materials before pickup or be subjected to replacement charges if damaged upon return.
- Contact the ILL office for renewal requests, not the lending library
- Renewals cannot be permitted for overdue materials
- It is up to the lending library to grant a renewal, not WSU. If a book is recalled, it must be returned.
- Be aware that using a book-drop increases the chance of damage to material and may go missing. It is recommended that all materials are returned to a library staff member.
- Failure to return material will result in overdue fines, a replacement charge of not less than $100 + processing fees and may result in the revocation of WSU library privileges.
ILL/Document Delivery Service Notes

Document Delivery is the term used for items that WSU owns. To determine whether an item is owned, please search the catalog prior to placing a request.
If an article cannot be scanned successfully for digital delivery, a photocopy will be made and be delivered for library pickup.
Please assist us in maintaining relatively quick service by observing the following procedural guidelines:
- All requests must be submitted via the request form on the Web.
- Only one request per request form will be accepted. Multiple requests on a single form will be cancelled.
- The following bibliographic information must be included on each request:
- Articles: supply the journal title, ISSN, volume and issue number, date, pages to be copied, and author and title of the article desired.
- Book chapters/Papers: supply the author and title of the book/paper, the publisher, date of publication, author and title of the chapter needed and pages to be copied.
- Please try to include the source of the reference (where the item was mentioned or cited) on submitted requests.
- Incomplete and/or incorrect citations may not be processed.
- Requests are typically handled as they are received.
- If the WSU copy is unavailable at the time of your request, we will attempt to obtain it from another library at no cost to you.
Though ILL strives to provide resources quickly, the typical turn-around-time is between 2-14 days.

ILL/Document Delivery Charges (WSU Patrons)
There are typically no charges for Interlibrary Loan services for WSU Faculty, Students or Retired Faculty. Document Delivery of journal articles are also provided at no cost. However, there may be some cases where retrieval of a document may not be possible without seeking cost recovery and customers will be personally contacted in such times.
To aid in keeping costs down, please request digital delivery of journal articles through ArticleReach for no charge.
Overdue and Replacement Policy
Borrowing from other institutions is a privilege and requires that WSU maintains positive external relations in order to maintain consistent levels of service. Returning materials late (or not at all) jeopardizes external relations and affects all library users, and as such, the following overdue and replacement policy is enacted to reduce the strain of such occurrences.
- A fine of $1.00 per business day will be charged for each item overdue. This fine will not be waived.
- Upon sending the second notice for overdue interlibrary loan materials, the borrower will be billed for replacement costs of the item and their borrowing privileges will be suspended until the account is paid in full or the material is returned or replaced by the borrower.
- Faculty, staff or students who have been billed for overdue items more than three times and have not arranged contact with the library will have their privileges for borrowing through WSU revoked.
Overdue Policy Detail
- All patrons regardless of status with WSU will be assessed an overdue fee for interlibrary loan materials returned following the due date.
- An overdue notice, indicating a fee of $1.00 per day/per item, will be sent the first day following the due date. Failure to receive this notice does not excuse or waive the overdue fee.
- Fines will stop accruing but will not be eliminated when the overdue item is returned.
- If the overdue material is still not returned, a second overdue notice will be sent. This notice will provide information regarding the fee and a warning that all library services may be blocked if the material is not returned and the account settled.
- Upon sending the second notice, ILL staff will block the unsettled patron account from borrowing until such time as the item(s) are returned and the fees paid.
- A third and final overdue notice will be issued if the items remain overdue. The third notice will notify the patron that a bill for replacement of the missing item is being sent. This bill will include both replacement cost of the item and a service charge. The patron's WSU library account will be blocked from all borrowing privileges, a block on WSU student enrollment, registration, diplomas and transcripts and will remain in place until the account is paid in full or the material is returned.
- The replacement bill will be a minimum of $100 per item. If the library which owns the item charges a higher replacement fee, the higher fee will be assessed.
- Patrons with material (i.e. lost or damaged items) not returned will pay the replacement bill, all overdue fees and service processing charges.
- Billed interlibrary loan material cannot be renewed.
- If materials are returned after the payment of the replacement fee, we may refund the replacement charge minus the service processing fee of $25.00. No refunds for replacement charges will be issued if WSU has already paid the lending library invoice.
- Allow for a processing time of 24-72 hours after payment of a billed item for the release of replacement charges and holds on library accounts.
- WSU tracks occurrences of overdue items. Repeat abuses that require staff to issue second notices on three or more occasions will result in the permanent revocation of borrowing privileges for items that must be returned.
- A notice of status change will be sent.
- Only requests for photocopies will be processed.
- Blocked ILL users who can no longer borrow items that must be returned must meet with the Manager of Content Delivery to negotiate a return to their original status. This change will require that:
- The return all overdue materials and;
- The payment of all outstanding fees and fines; and
- Review of the ILL policies is performed
- If the patron does not comply with the above within one month of the status change notice, the patron will be blocked from all ILL privileges. The Manager of Content Delivery retains the right to restore borrowing rights to the patron in any circumstance.
- Repeated incidents causing suspension of service may result in permanent loss of privileges.
- Non-compliance with requests for the return of the borrowed material may be reported to campus security. Unresolved bills will be sent to a collection agency.
General Information for Libraries
Wayne State University Libraries supplies loans, photocopies and electronic scans to academic, public, corporate, and special libraries of materials in the WSU Library collection. Individual borrowers (including corporations without libraries) are advised to contact their local public or academic library if they wish to place a request. Another alternative is to contact University of Michigan MITS service by clicking here.
Libraries not in OCLC may have an ILLiad account set up within WSU which will be subject to verification by staff. Please contact the appropriate ILL office to set up an account to borrow materials.

Loans
Please Note:
- Loans are sent via USPS Library Rate unless for MRLT and MeLCat.
- Charge for shipment via special carrier will be added to standard loan charge, or charged to your account number when provided.
- Invoices are issued on a monthly basis. Payment is accepted in U.S. dollars, as an international money order denominated in USD, or with IFLA vouchers.
Copies
WSU ILL provides copies in the following formats:
- PDF scanned copies sent electronically
- Paper photocopy if the item cannot be scanned
Please Note:
- Electronic copies are sent either via Ariel or Odyssey. Copies may be delivered to a secure server for access if your library does not use Ariel or Odyssey, if you provide your library or department's email address. WSU will not be able to notify your patron directly.
- Charge for shipment via special carrier will be added to standard photocopy charge, or charged to your account number when provided.
- Invoices are issued on a monthly basis. Payment is accepted in U.S. dollars, as an international money order denominated in dollars, or with IFLA vouchers.
Requests are not accepted over the phone.

Provision of ILL reproduction and Document Delivery Services to retired faculty:
Chapter 1, Section 108 of Title 17 U.S. Code guarantees libraries and archives the right of reproduction under certain conditions. The library system reserves the right to analyze requests for copyright compliance prior to processing.
