Policy on Filming and
Photography in the

The purpose of this policy is to establish the terms and conditions under which Library public space may be used for filming, still photography and/or video production. This policy applies to filming, photography and video production by students, faculty, staff and community members of the Wayne State University Library system.
The Library is a place where Wayne State University students, faculty, staff and members of the community study, conduct research, and use information resources and services. As such, the first claim for use of space is to those persons engaged in study, research and use of information resources and services. The Library is a space where some require quiet, and where our Standards of Behavior are designed to set the framework for providing a minimal noise environment. The Library is also a place where students work collaboratively, and as such we have designated floors and bookable group study rooms to permit the quiet talk associated with group work. In order to ensure that students trying to study in the library are not disturbed, only those individuals or groups who can film without violating any of these guidelines will be allowed. In addition, no filming is allowed on the 3rd floor of the UGL, (quiet study floor). No other users of the library will be allowed in the shot without the prior knowledge and consent of the participant. Filming cannot involve the use of any props or situations that would frighten or disturb library users. Film crews in violation of these guidelines will be asked to leave by Library Monitors.
Crew includes all those persons associated with the film shoot, including actors, technicians, and others associated with the event, paid or unpaid. Filming / film shoot includes television production, still photography, and video production.
Filming is permitted in the Wayne State University Libraries under the terms and conditions set out in this document. Students must complete and sign the Library Filming Request Form. All photo shoots are subject to scrutiny by library staff and security. Any changes to lighting, major rearrangements of furnishings, or the use of any on-site special effects must be disclosed in advance, and requires the advance permission of the Library staff member authorizing the Library Filming Request Form. NO filming is permitted for the period from one week before the start of an exam period until the end of the exam period. There shall be no filming in elevators, stairwells, or washrooms without permission of the WSULS Deans Office or the Public Services Director for use of those areas.
Roles and Responsibilities
Any student films in the Library must be for academic course work. Students who want to obtain permission to film in the Library should complete the Library Filming Request Form.
Any faculty, staff or student filming in the Library must undertake to leave the Library clean, and must abide by the terms of the Standards of Behavior noted above.
The person completing the Library Filming Request Form undertakes to assume responsibility for costs associated with damage to the premises which occur as a result of the filming.
The person completing the Library Filming Request Form agrees to advise the Librarian on duty and/or Security staff of any problems which arise during the film shoot.
Release forms are required for all non-crew/cast persons photographed, even accidentally.
The Library Filming Request Form must be completed at least 5 business days prior to the intended start of the film shoot.
This policy applies to any Wayne State University student, faculty or staff, with the exception of photographers employed by the University for public relations purposes. Users intending to use the Libraries for filming who are not affiliated with the University, should contact WSU Office of Marketing and Communications.
Persons wishing to direct a film shoot should review this policy and complete the Library Filming Request Form. This form should normally be completed at least 5 business days in advance of the filming. Other circumstances will be approved on an ad hoc basis.

On the day of filming, those filming must present their signed copy of the Library Filming Request Form to the Circulation Desk before beginning set up.
The Staff on duty has the authority to terminate the film shoot if circumstances arise that make continuance of the filming undesirable.
No faculty, staff or student shall be required to pay any fee to film in the Library. The person signing the application form is responsible for the film crew and any costs associated with damage to the Library and University premises. The Wayne State University Library is not liable for any loss/theft/damage of personal property of the crew or damage to equipment.
